The Samsung 990 Evo Plus is an outstanding choice for both your gaming PC and your PlayStation 5 console. It surpasses Sony's minimum speed recommendation for the PS5, with sequential read speeds up to 7,250MB/s and write speeds up to 6,300MB/s. While it's not as fast as the 990 Pro, it's significantly faster than the non-Pro 990 Evo. The key difference between this drive and the pricier 990 Pro is that the 990 Evo Plus is a DRAM-less drive. For PS5 performance, this makes no difference. For gaming PCs, it supports HMB (host memory buffer), which compensates for the lack of DRAM by using a negligible amount of your system's RAM. Gamers won't notice any difference between the two.
The Samsung 990 Evo Plus does not come with a preinstalled heatsink. However, its newer single-sided SSD design is power-efficient and generates less heat than previous SSDs. This means you likely won't need a heatsink, and it should perform perfectly in a PS5 without thermal throttling. That said, if you want added peace of mind, you could add a heatsink for an extra $7 without any disadvantage.
