This corrupted section is likely to be the site of Excavation Site 9, one of the two new Delves introduced in Patch 11.1.
On the southwestern coast of Zuldazar, near the Bilgewater Bonanza, players will discover Kaja'Coast. This new Goblin-themed region is thought to be connected to Undermine, possibly serving as another entry point.
